Is billing required for local projects?

Hello all,

I'd like to setup automations/actions for my project adding capabilities to the Wii U. (Modded system required). It works by listening to requests on a HTTP server when the console is running via a plugin. I'm a bit confused as to whether I would need to enable a billing account for just setting up a local home project with the Local Home SDK. I see that it even says in the README of the Local Home SDK sample "Note: This project uses Cloud Functions for Firebase, which requires you to associate a billing account with your project. Actions projects do not create a billing account by default. See Create a new billing account for more information."

So will I need a billing account for this project? I'm new to all of this (as you can probably tell). Since anyone else who will be doing this project will need to be tech-savvy enough to mod the console, they will already need to know the IP address and port of the console, so it's not like I need discovery or anything. I'm looking more for, "Hey Google, turn off the Wii U" -> Google Assistant -> sends HTTP request to the console.

For your scenario described above you would be requiring a billing account for you project, as you are making use of the Cloud Functions of Firebase. The need for having a billing account holds valid for even Local Home Project with Local Home SDK.
