Calling a webhook using Google Home

Hi.

 
I have a hand-coded webserver in my home. When I browse to it, it simply displays a random question. I have a Google Home. I'd like to be able to instruct my Google Home to get me one of these random questions.
I've looked around the instructions and I think my biggest hurdle is that the terminology is new to me. I THINK I need to
- create a project in Google Actions Console
- in the main invocation, build an action
- in that action, call a webhook
 
I realise that's only half of it, but I'm stuck with "enter the name of your event handler". The help "demonstrates a simple response in a function of your fulfillment code" but I don't see anything about what an event handler name looks like.
 
It seems like what I'm trying to do should be quite straightforward, but I'm struggling to get my head round it.
 
Could someone please help me find my feet?
