Device needs to be activated before setup

Keep getting this---Device needs to be activated before setup.  How do you activate a Nest Audio speaker?

Apparently you need to Download "Device utility" from the app store as the firmware is old... Non the less that app is no longer available in the app store so I am unsure of where to go next
