Google Home devices seem to do this several times per week. Give a command and they reply "Sorry, that device isn't responding." Give the same command one second later and they say "Okay, turning on..." or whatever. Sometimes they will even say something can't be done, yet will do it anyway.

Yes, another odd thing:
I have an Nvidia Shield streaming box connected to TV. I have it connected to Google Home. If I give a command, verbal or in a routine, to turn off the Shield, it turns off and immediately turns back on. I have tried this six times in a row and it does it every time. If I use the remote, it does not turn back on. I did not have this issue on Alexa.

Have you tried to reset the device? It sounds like it is an issue with the connection between the device and the Google Home, but it does not point to an issue with the Home app.

I have. I have removed the device and added it back.
Today, another problem. Upon arriving home, My Home Display will not accept any command, but answers "Login to the Home App". I'm already logged in. When I looked, I was actually logged into another email of mine which I never used on Google Home. All these crazy things are happening without my intervention. This system is a buggy mess.
I wonder if Google would refund me on these four devices that are now useless? I need to go back to Amazon Alexa or another system. This isn't cutting it. Every day a new problem. A brief rundown on issues:
Home losing connection to devices randomly. I have a good WiFi system.
Home refusing to operate connected devices one second, then does the next.
Home replying that it can't control a device, yet it does anyway.
Home replying that it is doing the command when it actually does nothing.
Home removing all devices from one of my rooms.
Home setting main device to not produce audio (on its own).
Home changing the email associated with the system on its own.
Home turning my Shield/TV off and then back on immediately (100% of the time).
Home volume not staying where I set it. Always reducing its volume (do not have that option active).
Home making the alarm sound on my Android phone instead of on the device as it is set to do.
When I look at the Shield device in Home App, it has nothing relating to a streaming device or TV, but displays some form of "Ambience" mode as if it were a light bulb.
Because Home skips commands in routines "routinely", I have had to start putting commands in twice several minutes apart as a safeguard to it getting done.
Home trying to control the wrong device even when it recognizes the device I want controlled. For instance, I have a thermostat named "Thermostat" and a window AC unit named "A.C." If I give a command to change the "A.C.", it will respond about the thermostat.
I have probably left out about a dozen issues I've had since getting these, which isn't all that long ago.

I have completely removed and reinstalled the connection on my Nvidia Shield device. I can control it using Google Home voice commands on the Shield's remote (it has a microphone), but cannot do it from my Google Home devices. The device "Shield" is in my app and when I give it a command to turn on, it says "Okay, turning on Shield", but nothing happens.
Why does the app for the Shield show an "Ambient Mode"? What is this? That's the only thing in the Shield device on Google Home, nothing that actually relates to the Shield like changing volume, channels, etc.

Back to square one. Woke up this morning and my lights did not turn on, Home complaining "I can't find any dimmable lights on the system."
Went into my app and discovered (once again) that all my rooms had been deleted so nothing worked. I say nothing but oddly it did turn on the bathroom light. There were zero rooms, 12 devices in the home but not in a room. I had to move all the devices back to rooms again. This is the most insanely unreliable system I've ever seen.
Another thing, why do my devices all appear to another user in the household who has their own account and I can see and operate their devices as well? What's the point in having to sign into an account when every device from other accounts is in the app? This is crazy. Didn't anyone at Google ever think it might be a problem allowing someone to accidentally (or deliberately) turn on or off someone else's devices?
I am quickly running out of patience with this entire Dumb Home system.

Just wanted to hop in here to see if we still needed help on this. I have sent this information over to our engineering team and they ask that you provide them feedback through the Google Home app to them. They suggest including the keywords, "#Lights" along with the name brand of the lights and a short description of what you're encountering.

This isn't just lights, it's the entire Google Home system. Have you read all my posts? The lights were not the issue. The issue is that the app has deleted all my rooms twice now within a month. The lights didn't work because the rooms were deleted and the devices were not in any "Home" according to the app.
I cannot control my Nvidia Shield any longer either. I can add it, but Home will not control it even though it indicates it is. I have reset everything because I was forced to. I know other people with Google Home devices and they have similar issues, though not to the degree that I have. I bought these devices to replace the Alexa system I've used for years thinking I would get more functionality and never had this many issues. I'm wondering if Google would refund my purchase or do I have to unload them on Ebay? I'm sick of dealing with this on a daily basis.

I'm so sorry to hear that you're still having issues with this. I have read all your posts and understand that lights are not your only issue.
Have you tried uninstalling and reinstalling the app?
Have you tried doing a factory reset on the device itself?
Have you tried unlinking and relinking the device back into the app?
