This occasionally happens with other commands, but most commonly happens when I use the "Goodnight" routine. I say, "hey Google, goodnight." And it executes the command (turns off lights, turns off TV), then says "Goodnight" back to me. Then it executes the routine again, I assume because the mic was open and it heard itself say "goodnight." It will do this several times before I reach over and unplug it.
This also occasionally happens when I ask my Nest Hub (different device) to play the news. It responds "Playing the news from NPR." But the mic is still open and it takes that as a new command, and pulls up NPR videos on YouTube.
I do have "continued conversation" enabled for my devices, and I assume turning this off could solve the problem, but I shouldn't have to!

With continued conversation turned on, I never use a trigger phrase (like goodnight) and then have the same word in the last announcement as it seems to hear it's own speech and take it as a trigger.
I have an automation that triggers with "chamomile tea" to set a reminder. I ended it with the announcement "enjoy your chamomile tea" and it did exactly what you described, just kept repeating. I changed the last announcement to "enjoy the cuppa" and it stopped the problem.
You could also change the trigger phrase.

Same thing happens to me, but not even with a routine... I'll say "turn off the bedroom light" and it will hear bedroom light and randomly decide to turn it off or on again after it completes the command lol 😐
