Google Home 7in 2nd Gen - Youtube still says restricted mode enabled after I disabled it

I have followed all the steps.  My phone is up to date, the home app is up to date, the home has been updated, restricted mode is turned off....it keeps showing it as restricted.  Why has every google product and service gone to dog **bleep** in the past 4 years.  Its like google gave up even trying.  I used to love Google, but they just seem to rest on their laurels and depend on their size to make money now.  No sense that they care about improving products and services.  They remind me of early 2000s Microsoft.  Just coasting along on size and market dominance.
