Adjust the volume on the home display. When I say “increase volume” even if my TV is off. It adjust volume in the TV. Same for “decrease volume” or “set volume to” I've tried saying “adjust your volume” and still it resorts to adjusting my TV volume. When I built routines specifically saying to adjust volume of the display those also are adjusting my TV volume. The only way to change the volume on the display is swiping up and tapping the volume.
