Hello I am also having this issue with 3 Nest speakers requiring activation exactly how Giraffe66 explains in the other app. I have tried to use the Google TV app but it does not see or sense the NEST mini or Max speakers. I also tried downloading the Utility App but it also just continually searches for devices and never finds any. It also appears to be specific to Canada(?) or foreign scenarios. 

 

HOW DO I ACTIVATE MY SPEAKERS? AND WHY US THIS SO DIFFICULT? I previously connected multiple Nest devices via the Home app. Why is this now so darn difficult???

Wow. This REALLY disappointing to find out that my dedication to Google devices, including buying multiple Pixel phones has resulted in 4 defunct speakers that I cannot easily use. There needs to be a better up front explanation of this licensing fiasco before a user spends HOURS trying to set up speakers and searching forums for answers. Very, very disappointed.
