I have followed the following instructions multiple times.
Make sure your Google Home or Nest device is within 15 - 20 ft (4 - 6 m) of the Wi-Fi router. If you have a dual band router, try to set up your device on both the 2.4 GHz and 5 GHz bands.
Make sure Wi-Fi, Location Services and Bluetooth are turned ON on your phone or tablet.
Turn OFF mobile/cellular data.
Reboot your router. Most routers just require that you unplug the power source and then plug it back in to reboot.
Reboot your Google Home or Google Nest device.
Make sure you're using the latest version of the Google Home app, by checking your app store for any updates.
Restart the Google Home app.
Go to the Wi-Fi settings on your mobile device.
Open the list of available Wi-Fi networks and look for an available network with the name “GoogleHomeXXXX" (where XXXX is a random number).
At one point it said connected and then told me to switch to my wifi network, which I did. Then after a few minutes it said something went wrong. Tried to start over and it just failed to connect to wifi.

I guess it knew I was about to chuck it against a wall. After messing with it for over an hour, it finally connected no problem.
