I don't know if this is the right nest or what. But it looks like you never fixed the assistant maxing out your volume problem. (An observation: Ever since AI became the shiniest thing in the proverbial NYC Macy's store window, the Assistant has been in steady decline. This reporter suggests vigilante justice..!) I hope this helps.
I'm hoping the following is relevant and helpful. As you are in the GoogNest assuming you are android over iPhones. In my android phone, I discovered the following:
•goto settings.
•goto "sounds and vibration," picture of speaker on the settings main page.
•find and select "Volume."
•select the 3 dots in upper right corner. The only option I'm given is "media volume limit."
If activated, a slide bar comes to life, allowing for a selected % to be your max limit. I think only for media, but it sounds like that would be the most topical type of volume you're looking to limit.

What brand of Android phone do you own? I have a Motorola phone, but I couldn't find 'Volume' under Sounds and Vibrations. I used to own a Samsung Galaxy and was surprised how different the Android experience is.
But you can include an "Adjust the Volume" action into Google Home automations and your phone and Nest speakers will change.
I have 3 different ways to ask for the time.
"Hey Google, Time": 1% volume
What's the time: 30% volume
Tell me the time: no volume change.
