Nest hub G2 needs activation

I am trying to set up Nest hub G2, but after recognizing the device from the Google home application, it says the Nest hub needs to be activated by the Device Utility app.

But the device cannot be found by Device Utility app.

I am wondering how this problem could be fixed?
