Nest hub volume

If I use the Google Assistant to start listening to music, for example "play my thumbs up playlist", The physical volume button on the back of the nest will not adjust the volume or bring up the volume control on the screen. I can swipe up on the screen and select the touch volume control and control the volume on the screen, but not with the physical button on the back of the display. This only happens when using the Google Assistant to start playing something, casting from my phone the volume works as normal. Holding the volume up button does nothing, and holding the volume down button starts the countdown for the factory reset. I have tried removing the device and resetting it, moving the device to a different room, deleting it and completely redoing the factory reset. Nothing changes.

When I press the volume on the back of my Home Hub, the volume display occurs on screen, but the volume doesn't change.  I can change the volume by pressing the appropriate dot on screen. The display does not change to reflect but the volume does change. Also. The volume will return to the old setting when provoked. Even accidentally.
