No devices found to enable Do Not Disturb

I've recently bought a couple of Nest Audio devices, but when I ask them to set DND on my phone they respond with "Sorry, I couldn't find any matching devices at this time to enable do not disturb". The same happens when I use the bedtime routine which I updated to include that action. If I ask them to enable DND on all my devices they correctly do it on themself and the other speaker, but say "I couldn't reach Phone".

 
I've already:
  • cleared the cache and data then updated the Google app on my phone (I had another issue where details on results sent from the speakers to my phone such as directions didn't work, but clearing the app fixed that)
  • ensured my phone and speakers are connected to the same account and are on the same wifi network
  • made sure my phone appears properly in my Google account
    • I can ask the speaker where my phone is and it makes it ring, so it does know it exists
  • tried using the name of the phone in the voice command - the one it announces when asking it to make it ring (as I have 2 actual phones and 1 emulator in my account)
  • tried unticking the other phones from my account so just my main one shows - I know the speakers become aware of this change because when asking them where my phone is the response no longer says I have multiple devices
  • made sure digital wellbeing is off (it's never been on)
  • checked that the Do Not Disturb special permission is enabled for the Google app
  • set the assistant to English (US) as mentioned in one of the help pages
  • factory reset one of the speakers
  • toggled wifi and restarted my phone
  • set up the assistant on an old phone - the speakers now announce "I couldn't reach Phone or Motorola Phone" (the old phone is a Motorola) so they've become aware it exists, just can't control it.
    • asking the assistant on my new phone to enable DND on all devices correctly does it on both speakers and itself, but says it couldn't reach Motorola Phone. Asking it on the old phone also does both speakers and itself, but says it can't reach Phone.
It's basically like every device knows about every other device, but nothing is able to remotely control a phone. Not sure if it could be related, but I'm unable to get either of my phones setup to recognise my voice for the assistant when locked. I've tried deleting and retraining it numerous times, but if the phone is locked it always says it couldn't recognise my voice and to retry training it. Has anyone else experienced this or have any other suggestions?

Hi there Martyn, 

The person who replied to you is not a Google specialist, they are just a user of the product, and I would ask them to escalate it to a Google specialist that works on their forum because it is a question for them. 
I apologize for the back and forth, but this is certainly a question for the Google Assistant team.
