Speaker & Google Home volume don't match

When I say "Hey Google, set volume to 100%" the Google Home app will show 91%. If I say "Hey Google, set volume to 50%", once again the app is inaccurate and say it's set to 45%. I can ask "Hey Google, what's the volume set to?" And it'll say the actual percentage I told it to be at.

Examples...

Speaker = 10% -> App says 9%

Speaker = 20% -> App says 18%

Speaker = 30% -> App says 27%

Speaker = 40% -> App says 36%

Speaker = 50% -> App says 45%

Speaker = 60% -> App says 55%

Speaker = 70% -> App says 64%

Speaker = 80% -> App says 73%

Speaker = 90% -> App says 82%

Speaker = 100% -> App says 91%

 

I have done the following...

Rebooted the phone & Google Home Speaker.

Factory Reset the Google Home speaker.

Cleared all app Cache & Data & reinstalled the Google Home app.

Manually set both app and speaker to both 0% & 100%, in efforts to try to maybe recalibrate/sync them.

 

It goes back to the same problem after trying all of those. Any ideas?
