I'm in the UK and still cannot freely add speakers to existing device groups. Well, I can add them but they won't play. I thought Google was restoring this feature following the recent legal case with Sonos, but apparently not so far over here.
This is a major problem as I have several speakers over the house and have set up different groups to play in different circumstances. Anyone else still finding this a problem?

A lot of users are having the same experience with their Google/Nest products.
My personal impression is that Google has given up on the entire product range and is now leaving users alone with it.

I've tried setting up a new home group but still not all the speakers included in the group play. Is there a limit to how many groups a speaker may belong to?

Yes, there are restrictions. You need to remove the devices from the old group.

speaker groups have been a problem for months. is there a way we can get in touch with a specialist that can troubleshoot for a user?
reseting the devices does nothing....

Yes, that is possible via a contact form.
But I can tell you what they will suggest to you:
Some routers are not compatible with Google Home/Chromecast.
Update the Ports, IPv6 and DNS from the router settings:
1) Outgoing UDP Multicast on port 1900 and 5353.
2) Incoming UDP Unicast on arbitrary ports > 53 and 123.
3) Outgoing H TTP on port 8008, 8009, 80 and 443.
4) DNS 8.8.8.8 & 8.8.4.4.
5) Disable IPv6.
6) if the Google Nest speaker is connected to a 2.4 GHz network, try to change the WiFi channel to 6, 7 or 11
7) Make sure to reboot the router and Google Nest Hub 1st gen after making the changes
Needless to say, these changes are useless (for me).
I contacted the manufacturer of my router. They are aware of the problem but cannot offer a solution for it.
I currently only see a minimal chance of saving the devices from electronic waste:
