I have been experiencing this same issue on a mixture of original google homes, gen 1 minis, and gen 1 and gen 2 hub/ displays. Whenever broadcast is used, LEDs on all speakers will pulse constantly, and the displays will show the broadcast megaphone graphic. They will continue to do so until you tell them to stop.

What exactly was the fix, and is it possible I did not receive it?

There is no update available for my google home app.
Also yes, continued conversation is off.

I understand that all of your devices are randomly activating the lights, and they do not stop doing that until you ask them to stop. In order to give you the correct information, I will need some extra information.

Devices located throughout the home.
No, nothing is touching the devices.
The environment is a home environment?
I've noticed it happening for what seems like well over a year at this point.
The issue occurs every time a broadcast is made in the home.
Troubleshooting steps taken. Rebooting.
Confirmed that asking any particular device , either minis, original homes or hubs to perform another action, like telling the time, will clear the broadcast indicator( megaphone for screen devices and blinking LEDs for non screen devices.) for that particular device only. It will reocurr the next time a broadcast occurs. I am currently looking at a hub screen with the megaphone alert for a broadcast that happened over 90 minutes ago.

I understand that you have already tried to reboot your devices, but the lights are still remaining on all your speakers and displays after you broadcast a message to them. As I understand that you have already rebooted your devices, but it is still happening, I will suggest you try to factory reset one of your devices, set it up again, try again, and check if the behavior persists.
