Turn off Assistant Voice Response

Is it true that there isn’t a way to turn off google assistant’s voice responses unless they’re in the same “room”? 
I have a large kitchen/living/dining area in my downstairs so I only have one nest mini, but it’s nice to have things in different “rooms” so I can control the lights in groupings. Can you please add a setting to switch this off?

• When you have more than one Google Home Devices under the same structure there is a way or algorithm in which our voice commands reach the selected or particular device. A major criteria in such a scenario is which device hears your voice the best. The algorithm might not work perfectly if both devices are in the same proximity radius.
• If you want responses from one of the devices only you can consider setting the volume to 0 in the other device. The hubs can control all devices within your account irrespective of the rooms or structure.
