Unable to factory reset H0A

My Google home mini (H0A / 1st Gen) stopped responding a while back out of nowhere. I've attempted to reset it in various ways. I've unplugged it and plugged it back in. I've attempted to reset it by holding the button in the back, but besides one of the four white lights turning green while I hold the button, nothing else happens, even after holding it for over a minute. 

I'm unsure if it's salvageable.

Here are some steps that you can try to solve the situation:

1. On the side of the device, unplug the power cord, wait 10 seconds, plug the power cord back in, and wait for the 4 LED lights to light up.
2. Repeat the first step 10 more times.
3. On the last attempt, wait for the device to announce "Welcome to Google Home."
4. Set up the device in the Google Home app.

I attempted these steps, repeating the process 10 times, but the device did not make any announcements.
