Voice match can't add users and QR code doesn't work

I just bought the second gen nest hub mini and have had nothing but problems. Today's problem we're going to talk about is that it will not recognize the voice match of anyone else in my home group. When they talk to it it prompts them to scan a QR code in order to set up voice match but on all three of their phones it just brings them to their main Google page and nothing further. Galaxy s24,s23, and s23 ultra all updated. All home apps are up to date. 

Yes support, I have already restarted this multiple times to factory for this and other unsolved problems, and moved it closer to the router so don't even start with that basic level nonsense. You know this is a problem that you haven't fixed because I've seen it in posts many years old without resolution.

So what is this fix?

Let's try these steps. To setup voice match the person must already be a member of your home. If they're not already a member of the home follow these steps to invite them:

Once done, or if that's already the case ask each person to follow these steps on their device:
