"Good Morning" routine and News sound fluctuation

I use ""good morning" and the system strings together 10 news reports with advertisements. Each report sound fluctuates drastically from very quiet to very loud. CNN, DW and NPR work fine, The others have issues.

I updated the devices, tried using 4 different speakers, and each has same issue. It is not the device or SW update. 

I've seen that I can moderate each volume via a subroutine, but the Good Morning uses various services. When you listen, you can't adjust commercials. They come in at super high volume, the next item that is paid by that commercial is super quiet. 

Is there a way to level the sound? In the mixer, you can only adjust the bass and treble.
