I got a used Google Nest 2nd Generaton but when i go to use it, basically says account exists on device. Need to factory reset, after I do this, it still says account exists on this device. It appears i have done the reset but Home app still says account exists on device

That should only happen if the factory reset was not successful. Were you able to get these instructions to work?

I was not. I don't have a reboot option

I'm not sure what you mean. The Help topic to which I linked has instructions for performing a factory reset on each Google Nest speaker.

It appeared to factory reset but when i got to Google Home and then add device, says exactly this
"This device was previously set up by a different user, please factory reset the device"

I think that usually means the factory reset was not successful, and the old settings are still there.
