There have been multiple posts on this forum, some by myself, confirming that the Screen Time limits feature in Google TV is not behvaing in a number of ways, including especially:
1. Limit not triggering (i.e. more screen time allowed and limit not engaging)
2. Screen time accumulating when TV is turned off, leading to spent limits when not appropriate.
All related threads seems to have been locked with no concrete solution or feedback being provided and all Google responses of the "have you tried turning it off and on again" flavour.
In the interest of contributing to finding an actual solution I've recently made some changes to my home network, and it would seem this might have resolved these issues for me, so I'm sharing them here. YMMV
1. Set up my Chromecast with a static (or then fixed via DHCP) IP adress and
2. Removed a double NAT in my network - I have a ISP fibre router, which connects into my main home wireless router, both had NAT enabled, leading to a double NAT network. I updated the ISP router to not use NAT.
Following these changes it would seem that screentime limit timers on my Chromecast/Google TV are behaving as expected.
