Replacement Chromecast remote won't enter pairing mode

Brand new replacement remote received today.  Pushed the button on my Chromecast,  removed batteries from remote, held remote Home button while batteries are reinsert.  Light on remote stays solid no matter how long I hold Home button.   Remote will also not enter pairing mode when holding Home  and Back buttons simultaneously.

Also, tried fresh batteries to same result.
