Webview cant update and download..device is full

HEllo,

Recently, I cannot download the webview update.   In the past I would clear the cache on the device, and then the webview would update.  It wont work this time.  

 

I should add I have external storage attached to my Chromecast with GTV.  ALL my streaming apps are moved onto external storage.  The only files on the original CwGTV are system apps.  Despite only having system apps on the device and the cache cleared, the webview will not update.  

 

Finally, I am aware of going to developer options and toggling the external storage option.  I have been doing that for months since I got the external storage and the webview would update.  

 

From my amateur perspective, it sounds like there is not enough room on the original chromecast.  Should I move ALL or SOME of the system files to the external storage???  As an amateur, I am afraid that might break the device.

I have had this same problem ever since I added external storage.  I don't believe it is a storage space issue.  I had contacted Google support and they couldn't explain it either, but they did say it really shouldn't affect anything negatively.  It's just annoying that it never updates. I tried uninstalling updates and then reinstalling but the reinstall never works.  

There's always the option of doing a full reset, but I would rather not do this.  I am just living with it.

Actually, I found something online that fixes this.  Turn off developer mode and then the app will update correctly.  As far as I can tell you can leave developer mode off, but I turned it back on anyway.  So far no issues.
