In the Netherlands we pay €5 for a Nest Aware account and that for more camera’s in the same account. About making an account for Nest and Google Home you should be able to find your way on Google support .

As far as I can remember you have to empty the memory by disconnecting the power for some time. Was this your solution too?

My Nest indoor has a small hole in the camera housing. Press with a needle for the needed time until camera responds.
