Yes it was. They removed it on any device they deemed not performant.
That's why it is available on the Chromecast with Google TV among a
handful of other devices.
I can 100% conform, if you buy the oblong shaped Chromecast with the
remote called so eloquently call "Google Chromecast with Google TV"
(just rolls off the tongue) supports from .25x to 2x speeds on YouTube
videos. I've included a picture!
I can attest to the feature working on Chromecast with TV on two
separate Chromecast. After playing a video hit the up button twice, then
right until you get to the gear. Speed will be an option. If there's an
easier way I don't know it.

experience that doesn't mean everyone did. At 1.5 speed and over it was
