device downloading off the wifi, caused me to lag when i'm directly
wired to the gigabit WAN port of the AC2200 nest router.

That's all you can do. Enable bluetooth, connect, play audio.If the
bluetooth connects, the issue could be with your PC settings outputting
to the wrong device.
You may have to ask the google mini speaker to enable bluetooth,
again.It's designed to work on wifi, such as with spotify streaming -
not as a portable bluetooth speaker (but you can do it, as long as you
enable bluetooth and follow any needed steps...
