Use the Home App on ANY non-Pixel phone. I used my wife's iphone. It's
trivial that way. I have no idea why Google can't provide a better
option for their own phones.

It turns out ANY non-pixel device, including IOS devices, can do this
seamlessly. If Google can't fix this they at least should clearly
provide this guidance.
It's not clear what app you were in to accomplish the setup of the
device. I have turned off carrier data and can connect the phone via
wifi to the chromecast. Other saved networks do not interfere with this.
So then what? Home app still will not set...
All these workarounds assume the device utility app is available,
however it is not in the US play store. I can connect to the Chromecast
Wi-Fi, but then what?
