Fan for the A.C turns on when i turn on the heat

I have central A.C cooling and hot water baseboard heating in my house. When I turn on the heat the baseboard get hot so it is working but the fan for my A.C also turn on. Its like the system thinks I have forced hot air for heat but I dont. How do I...
