It's almost like it cycles through 1 random Mac address before settling
on the final Mac address that gets a full DHCP entry. Google doesn't
seem have the logs to tell the difference.
I’ve noticed that the unnamed devices are grabbing an IPV6 address but
not an ipv4 address. So it seems these devices are showing up as a new
device in this state. When they finally get the ipv4 address their name
resolves properly.
