I am struggling the same issue during a "Nest protect" setup. In the very last step 'adding to nest-account' , it fails with error code P009(0.80) . I have sniffed the trafic between the Nest Protect and Nest Servers. For sure there is no wifi/router...

Make sure you are using Energizer Ultimate Lithium batteries (the bue ones)
