3 same Chromecast only one displays new Google tv UI with profile on the LEFT

I have done a factory reset and unplugged and software is identical to the Chromecast that has the new UI. I've compared the version numbers and everything is the same. Why wouldn't the UI update one two of the Chromecasts?
