I can tell you what worked for me, what i did was this cleared google play store cache.

I searched on every forum on internet and eventually end up fixing this by choosing the correct network mode.

I can tell you what worked for me, what i did was this Disabled the full access option.

After trying so many things eventually got rid of the issue by enabling the notifications settings for the Instagram app.
