Chrome cast cast from computer but not phone

I have an older chrome cast that setups up from my phone perfectly fine but then won’t cast from my phone but I can cast no problem from my computer.

I checked for both of those and don’t have them enabled

I’ve already turned them all off and back in again.

So I turned off the 5 ghz so they are on the same network I know it just never shows up for me to cast when using any app on my phone

I’ve already tried rebooting all three and doing a factory reset

YouTube and Hulu both have the local network on Google home also doesn’t reconoce the chromatic as connected though
