I'm having exactly the same problem and look forward to hearing ideas to try.My VPN is Pulse.MY ISP is Optimum/Altice (I pay for 300 Mpbs and receive a bit above that)Google Nest Mesh Network with 4 nodes, all testing "great".Thanks!
