I'm also in Germany, interesting coincidence. 

As the tittle says, I can't configure either of those features. The issue is described more or less by this user here in this thread . I've tried everything, the QR code scanner will never appear on the Google Home app in order to setup the Nest Cam ...

I tried your solution, found old versions on a well known site. Went with versions all the way back to 2020,l and got always the same error. This could be related to the Google Play Services as well but really Google is messing up its own device ecos...

Unfortunately it was updated to the latest version. But I'll give it a thought...
