This works, but the remote is set up as IR, not as CEC, which is inconvenient. I've actually found the cause of the issue, and reported it on the issue tracker: https://issuetracker.google.com/issues/375959959

Also, here's someone reporting that some Nvidia Shield specific setting helped them: https://www.reddit.com/r/ShieldAndroidTV/comments/emnw37/nvidia_shield_pro_cec_volume_control_issues/Unfortunately, no such setting on the GTV Streamer.
