We've discovered that this issue may be due to the length of the broadcast. Shortening the message seems to make it work.

The issue appears to be that Google cannot automate a broadcast to multiple devices anymore. Not sure why. Would be great if someone figures this out. I have tested 1 device works fine, regardless of the device, but adding in any other device causes ...
