Yay!! I can stream again!! Issue has been resolved!! 

You have to disable automatic date/time setting. 

Confirmed fix if you factory reset your device. Manually set the date on your mobile device to any date before march 8. Once set you should be able to pair your Chromecast.

Expired cert. That should only take a few mins to fix. Takes us about 30 minutes to update expired certificates where I work.
