I did a reboot not factory reset and home finds chromecast but won't set up ..gets communication error

It's been over a week and still waiting...getting charged for subscriptions i can't cast and have to watch in miniature..this isn't what they promised the 21st century would be like.

How long until Australia gets the fix update?
