Can I ask what speeds you are getting when you test from a device on the
network? If you connect your phone to the WiFi and go to fast.com what
speeds are you getting download?
Honestly, there is a bug, I was getting the same issue, PPPoE reading
200Mbps, I put a smart switch in between my Google WiFi and the ONT and

There appears to be a bug with the Home App at present, misreporting
test results.I get 200Mbs if I test in the Google Home App, testing on
the network, further away from the ONT I get 1Gbs.This is a PPPoE issue
and Google really need to fix.
