Does Google WiFi require an internet connection to function? When I lost the internet - my local wifi LAN also stopped working

My wifi router and access point both went offline when the internet went down - could not ping other computers nor use the networked printer

I am using Google WiFi - with Cloud Services - would that be the issue? Should I turn off cloud services ?
