I just went to my other TV and the earbuds paired right away with that Chromecast too so clearly Google has updated their Bluetooth code. Yay!

Thanks so much for following up. I just gave that a try three times in a row and I can't get my Chromecast to reboot in safe mode. I did make sure that I was only turning off the Chromecast and not the TV as well but it's still won't go into safe mod...

Sounds like yours is locking up just the way my two Chromecast do whenever I try to pair the latest OnePlus earbuds. Seems to be the problem is with Google's software.
