Can't select device per routine at all..

I've been an early adopter of the google home ecosystem..
Since 2019 it seems like all features and even old comands are being disabled and the service as a whole degrading.
Recently i came up with an issue I've never faces before.
I've tried with an Android Device aswell, and it seems like neither me. or my house members, cannot select a device for a routine.. Furthermore.. all routines started from the app choose the Bathroom as the main device for no reason, although it doesnt show on the app as selected..

Points of note..
I have two houses with devices.. The list here shows a mix of those two homes.

Thanks for reaching out and for the information you’ve shared. Is this a household routine or a personal routine? If you wish to select a device for your routine, you need to add another starter aside from voice command. You won't be able to select the device in the app if the starter is a voice command because you can use any device that is linked to your account.
