When viewing playback on my Nest Cameras, the volume cannot be muted. For example, if I'm awake in the middle of the night, my phone is obviously on mute so I don't disturb my partner, but when I click on a notification that there is movement on my camera, the playback plays with volume and wakes him up. The applies both to live video and recorded events. However, when I am viewing all the cameras at once in the Cameras category, they all play muted.
There have been several threads complaining about this issue that are now locked for further comment, but still not resolved.
I have an iPhone 12 with iOS 16.6.1 and I am using Public Preview in the Google Home App.

I will escalate your post. I see those older locked threads are unresolved and I'd like to see if the Community Specialists can help out with this annoying volume glitch.

I apologize for the inconvenience you're experiencing. I'll be happy to look into this. Have you tried updating your iOS version to 16.7 and then reinstalling the app?
