Ceiling fan control has degraded

Using voice control through Nest devices for ceiling fans has recently changed for the worse. It used to be that saying "turn the fan on" would turn on the fan associated to the room where the Nest (Nest speaker, or display) device is located (based on it's association in the "Home" app).

Now it's attempting to turn the HVAC system fan on via the Nest thermostat. Even even using the room name explicitly, when the Nest thermostat is not part of the room. If it were in the room, I would understand the conflict, two can controls, have to pick one. 

Example:

  Commands: Turn on the fan, Turn on the "room name" fan.

   Previous results: ceiling fan comes on

   Current results: The "thermostat name" is      currently off. To make changes you will need to switch it to a different mode

Using "turn on {fan name}" still works as it did previously. Strangely, nothing has changed with commands for turning the fan off. It's very inconsistent, annoying, and makes associating fans to rooms less valuable.
