Creating Personal Routines with Google Home for Web

Sorry for the mis-labeled "Android" entry, there is a no entry for "Web".

When using the automation editor on the web, I can't seem to find a way to create a personal routine. It seems I can only create household routines.  Is this intentional or am I missing something? 

I prefer to work develop using the web tools and not on the mobile apps. 

A related question that comes to mind: Why is there no option to change the usage of a routine from household to personal or personal to household?
