I tell Google Nest Hub , "Ok Google, set dining room thermostat to 66 degrees. "
It responded, "it doesn't look like the dining room thermostat is available right now, try setting it up again." Yet the screen shows the dining room thermostat is set to 70 degrees and I can tap the screen to lower the temperature.
This also happens to lights. I will say, "Ok Google, turn on cabinet lights." It responded, "7 lights offline."
I go to the Philips hue app and turn on the lights.
I'm not sure what is going on. I would appreciate any help.

According to the details you gave us, it appears that the devices in this particular instance are unlinked on the same account; as a result, you should ensure that every device is added to the same home structure and on the same account.
