Google Assistant; App does not turn on "Hey Google" feature

I got a new cell phone (Motorola Moto G Pure). The "Hey Google" feature on the "Hey Google and Voice Match" screen (page) cannot be turned on. Service provider and Motorola technical support spent 4-5 hours seeking ways to fix it, but to no avail. One of the support staff contacted somebody reputed with Google related knowledge who alleged that there is a problem with the Google Assistant app and that one of the consequences is the inability to turn on the "Hey Google" feature on new phones (or for the first time). At my end, I would like to know what I can do to overcome this obstacle. Thank you.

P.S, I should have mentioned that I tried to turn the "Hey Google" feature on a Motorola G Power phone, but that did not work either. And this suggests that the devices are not a problem. I was able to use them both on whatsapp video calls.

Yes, saw the reply. I was however to activate the Assistant, but I don't know how I did it. Kept fumbling and fumbling.ntil somehow I arrived at a different screen for voice recognition, which I toggled to "on" and voila, it worked. But no idea how I did it. Thank you for the follow up.
