I have recently add 2 new lights into a bedroom that has never had an google devices.
First problem is there does not seem to be any way to create a new room.
Second Problem is how do i link these two lights together.
The two lights (bulbs) are in a single light fitting and I just want to be able to command them as though they were one eg "Bedroom 3 lights on"

Adding a Room.
Select any device and go into it's settings and select the current Room it's in A list of Room name options should appear. Scroll down to see if there's a name you like for new Room. If you don't, go to the bottom and select "Add a Custom room".
Light control
With the 2 lights in the same Room in the Google Home app and a speaker included in that Room then the command "Turn on lights" from that speaker should turn them on.
I only need to say "Hey Google, Light" to turn mine on or off...

none of that is correct - non of what you have said exists for a new device. But I did figure it out.
I did figure out the new devices had to be added to a Home first, then I was prompted to move the device into an existing room or add a new room within the home. I added a new room for the first light and moved the second light into the same room.
The interface is far from intuitive

It is correct if they were already in a Home/Room.
Not being in a Home/Room would mean those "new" devices would have been located in the "Linked to you" section at the bottom of the Devices page.
If I had that bit of information I would have known that they weren't in a Home or Room.
That's like Google Home app 101.
